Energizing Innovation, Entrepreneurship, and Creativity! IP Pledge Information Platform to be Officially Launched Soon

At the regular press conference of the National Development and Reform Commission (NDRC) on July 19, Jin Xiandong, Director of NDRC Office of Policy Studies and NDRC spokesperson said that the IP Pledge Information Platform (“the Platform”) built by the National Center for Public Credit Information under the joint guidance of NDRC, China National Intellectual Property Administration (CNIPA) and China Banking and Insurance Regulatory Commission (CBIRC) will be officially launched soon.

Aimed at clearing the channel from pledging of intellectual properties to loan delivery, this move will better meet the financing needs of medium-to-small-sized technology companies, unlock the value of intellectual properties, and energize innovation, entrepreneurship and creativity.

According to Jin Xiandong, relying on the website of Credit China, the Platform will, operating in the principle of public service, provide the public with free comprehensive services including inquiries of registration information of IP pledges, information about financial products and business credit information, guidance for procedures for IP-related affairs, etc.

The Platform offers “comprehensive services on a single platform, with one-stop inquiry and display in a single window”.

For “comprehensive services on a single platform”, the information about credit, patent pledges, trademark pledges, pledge services by financial institutions, etc. previously handled by different organizations and institutions in gathered on the Platform, so that “data barriers” are eliminated, and information asymmetry among “the government, businesses and banking institutions” in relation to IP pledges is reduced.

For “one-stop inquiry”, after logging on the Platform, the public may look for information about IP pledge financing and credit of a business through inquiries by the business name, Uniform Social Credit Code, or a patent number or application number, etc. Inquiries of relevant information are made convenient by a single platform.

For “display in a single window”, the Platform shows the financial products for IP pledge financing offered by some financial institutions, collects IP policies, laws and regulations as well as typical local cases, and provides links to global patent inquiries, online patent application, registration of patent pledges, and relevant local IP trade websites, so that medium-to-small-sized companies, financial institutions and the public can easily get the desired information on the Platform.

China International Fair for Trade in Services (CIFTIS) 2020 themed “Global services with shared benefits” was held in Beijing from September 4 to 9. Intellectual property right, as a core element for countries and companies in international market competition, was one of the most shining elements at CIFTIS this year. Advice and suggestions concerning the protection of intellectual property right were put forward at the three forums held by Beijing Municipal Intellectual Property Office under the themes such as “alternative dispute resolution mechanism for intellectual property cases”, “IPR protection and services in cases concerning foreign affairs”, etc.

At China International Finance Annual Forum during CIFTIS 2020, Yin Yong, a member of the Standing Committee of the CPC Beijing Municipal Committee and Vice Mayor of Beijing, said that Beijing should vigorously improve the ability of finance to serve the real economy, continuously perfect the functions of the first loan service center, refinance center, and right authentication and financing center, and actively develop supply chain financing and IPR financing, to help raise confidence of technological innovation companies, private businesses and medium-to-small-sized companies.

At the “Publicity Conference for Policies Concerning Financial Support to Stabilize Business Development, Create Jobs, Help Businesses Maintain Competitiveness for Winning in Future” during CIFTIS 2020, Huo Xuewen, Director of Beijing Local Financial Supervision and Administration, said that in the next step Beijing will accelerate the progress in financial service innovation, actively roll out pilot projects, and implement various works concerning finance serving the real economy taking ten platforms as the main means, centering on the development of the Beijing National Comprehensive Demonstration Zone for Expanding the Opening-up of the Service Industry and the China (Beijing) Pilot Free Trade Zone and leveraging the policies for the FTZs with technological innovation, opening-up of the service industry and digital economy as the main features. Specifically, the IP Exchange is taken as one of the platforms, to fully show the value of intellectual properties, turn the soft element into hard capital, and really help private small-and-micro businesses and technological innovation businesses with IP financing.
