Developing High-Quality Trade Logistics Under the Guidance of the Special Action Plan for the Next Five Years

Trade logistics refers to the logistics services related to the trade services as well as import and export trade such as wholesale, retail, accommodation, catering, and resident services. It is an important component of the modern circulation system. In order to promote the high-quality development of China’s trade logistics, accelerate the upgrading of modernization, promote the quality and efficiency improvement, and cost reduction of trade logistics, recently, 9 departments including the Ministry of Commerce jointly issued the "Special Action Plan for the High-quality Development of Trade Logistics (2021-2025)".

The major objective of the special action is to initially establish a smooth and efficient, collaborative sharing, standard and normative, intelligent and green, integrated and open modern business logistics system by 2025, and cultivate a group of trade logistics enterprises with brand influence and international competitiveness. The level of standardization, digitization, intelligence, and greenness of trade logistics will be significantly improved. With a complete trade logistics network, integrated regional logistics, developed new models and new formats, the quality and efficiency of trade logistics services will be further improved, and the logistics costs for the trade service industry and international trade will be further reduced.

Focusing on the development goals, the special action proposes 12 key tasks, which are mainly divided into five aspects: in terms of improving the trade logistics network, the construction of trade logistics network will be enhanced from urban, rural, regional and international dimensions; in promoting the application of technical standards, the standardization in trade logistics will be improved and the application of modern information technology will be promoted; in terms of optimizing organizational methods, new formats and models will be introduced into trade logistics to upgrade supply chain logistics management; in terms of improving the efficiency of international logistics, the facilitation of cross-border customs clearance will be promoted; in terms of cultivating market players, efforts will be made to cultivate key enterprises in trade logistics, and continuously improve their core competitiveness, brand influence, and professional service level.

In order to ensure that the special actions are effective, the Ministry of Commerce and relevant departments have proposed five supporting measures, including building an ideal business environment, optimizing the management of transportation and urban vehicle traffic, and reducing the system costs of trade logistics enterprises. Policy support will be enhanced and local governments will be guided to give more policy support in terms of land use, finance, and finance, to reduce the factor costs for trade logistics enterprises. The key enterprise contact system will be improved. The role of industry organizations will be given to full play. The statistics of the trade logistics industry will be strengthened.

The 2021 China International Fair for Trade in Services (CIFTIS) will be held at the Beijing National Convention Center and Shougang Park from September 2nd-7th. As an important part of the “Supply Chain and Business Services” thematic exhibition, one of the eight thematic exhibitions of 2021 CIFTIS, transportation services will be officially unveiled in Hall 13 of the Shougang Park from September 3rd to 7th. The theme is "Technological Innovation Empowers Sustainable Development of Transportation Services; Build Better Transportation and Logistics".

The exhibition area of transportation services in 2021 CIFTIS is 3150 square meters. The exhibition content covers five major sectors: railway, travel services, water transportation, aviation, and new business formats. It mainly includes the development results of transportation services, new technologies, new equipment, new concepts, new business formats, involving large-scale logistics supply chains, equipment manufacturing companies, unmanned driving, shared travel services, etc.

Many renowned enterprises have joined the exhibition, including China Railway Hi-tech Industry Corp Ltd. from the railway equipment manufacturing industry, CRRC from the rail transit field, BAIC Group from the road transport service industry, Beijing Mass Transit Railway Operation Corporation Limited from the urban rail transit field, and Shandong Port Group from the port logistics supply chain field, as well as enterprises with new technology and new business formats such as Baidu, which has a specialty on autonomous driving and shared travel service. At the same time, many international organizations are participating in the exhibition.

In addition, two thematic summit forums will be held during the transportation services thematic exhibition. Among them, the "Logistics and Supply Chain Integration and Innovation Forum" will focus on the integrative and innovative development of logistics and supply chain, discuss new concepts, new technologies and new applications for cost reduction and efficiency enhancement, digitalization, and green development in the logistics field, and guide enterprises to grasp the trend and opportunities of the logistics supply chain under the new economy and “dual circulation” development pattern. The "Carbon Neutral Enterprise Roadmap Release Conference" will invite leaders of the China Academy of Transportation Sciences, the Beijing Municipal Commission of Transport, and industry experts to participate in a roundtable discussion on topics related to "Carbon Neutrality and Transportation".
