“Three Cities, One Area” Cooperation and Docking Mechanism Formed to Serve the Construction of the International Science and Technology Innovation Center in Beijing

Following the cooperation with Zhongguancun Science City, Beijing Economic-Technological Development Area has recently signed strategic cooperation agreements to strengthen innovative and inter-connected development with Huairou Science City and Future Science City. According to the representative of Beijing Economic-Technological Development Area, this signifies that the "Three Cities, One Area" cooperation and docking mechanism has been formed. All parties will jointly build a high-level "Three Cities, One Area" construction platform to create a world-class scientific and technological innovation hub and injected impetus into Beijing and make it the future center for international science and technology innovation.

Data shows that since 2017, Beijing Economic-Technological Development Area has undertaken more than 500 scientific and technological achievement transformation projects in the "Three Cities, One Area". Since the beginning of 2021, Beijing Economic-Technological Development Area has implemented 122 "Three Cities, One Area" scientific and technological achievement transformation projects, taken the lead in listing the first batch of 6 pilot & acceleration zones in Zhongguancun specializing in the application of scientific and technological achievements in production, cooperated with more than 20 institutions in "Three Cities, One Area" to carry out more than 10 supply and demand matchmaking activities for scientific and technological achievements, and served as the pilot-scale test bases for 191 companies.

According to the newly signed strategic cooperation agreement, Beijing Economic-Technological Development Area and Huairou Science City will rely on the leading enterprises in Yizhuang and the high-quality resources of the Huairou Science City’s scientific research institutes to jointly promote the exchange and sharing of scientific and technological achievements; Beijing Economic-Technological Development Area and the Future Science City will follow the principle of "stay market-oriented, rely on government support, utilize complementary advantages, share resources, optimize layout, and forge win-win cooperation”. Strategic cooperation in technological research and development as well as the transformation of scientific and technological achievements will be enhanced, and a new pattern of technological innovation and achievement transformation of "North-South collaboration utilizing complementary advantages of both production and research" will be formed.

According to the representative of Beijing Economic-Technological Development Area, they will continue to improve the effective mechanism for the transformation of the "Three Cities, One Area" achievements, fully apply the scientific and technological achievements of the "Three Cities, One Area" in production, strengthen the construction of the platform space, optimize the service environment for achievement transformation, and continuously improve the scale and achievements of the coordinated transformation of "Three Cities, One Area".

The 2021 China International Fair for Trade in Services (CIFTIS) will be held at the Beijing National Convention Center and Shougang Park from September 2nd-7th, with the theme "Towards Digital Future and Service Driven Development". 2021 CIFTIS will set up about 130,000 square meters of exhibitions, more than 100 forums and conferences, as well as promotion and negotiation activities.

Grasping global hot trends such as digital economy, carbon peak and carbon neutrality, 2021 CIFTIS will highlight that openness and cooperation of services will promote the recovery of the world economy. Six types of activities with the theme will be held, including global trade in services summits, forums and conferences, exhibitions, promotions and negotiations, achievement releases, and side events.

In terms of achievement release, an achievement release hall will be set up to hold first release activities for new products, new technologies, new services, and new application scenarios, as well as the release activities for service demonstration cases and authoritative policy information. The world’s top 500 companies, industry leaders, unicorn companies will release their latest technologies, products, and achievements; relevant international organizations, relevant departments of foreign countries and regions, relevant national ministries, provinces, regions, cities, Hong Kong, Macao and Taiwan, domestic and foreign business associations will issue authoritative information such as policy white papers, industry standards and norms, development indexes, development reports; a batch of outstanding service demonstration cases of scientific and technological innovation, business innovation, Chinese service practices, and global service practices will be selected for release.
