China strengthens the transfer and transformation of technological achievements in colleges and universities, 20 universities selected as pioneers of pilot projects

According to the website of the Ministry of Science and Technology, the pilot list of the first batch of specialized national technology transfer institutions in colleges and universities was released recently, including 20 colleges and universities such as Tsinghua University, Beijing Institute of Technology, Peking University, Shanghai Jiaotong University and Zhejiang University .

It is required that all pilot universities should further reform and improve their transformation system of scientific and technological achievements and strengthen their transformation capacity to promote the high-level creation and efficient transformation of scientific and technological achievements. To improve the overall efficiency of the transformation of scientific and technological achievements in China as well as the ability of universities to serve economic and social development and significantly enhance the supply of technical factors supporting China's high-quality economic development, all pilot universities should also strive to innovate the transformation mechanism and strengthen the protection of intellectual property rights.

At the same time, the pilot universities should provide support in policies, talents and funds for technology transfer institutions by establishing and improving relevant management measures for all aspects of achievement transformation including formulating post scientific and technological achievement disclosure management system, establishing a patent pre-application evaluation system, achievement transformation publicity system as well as risk management and supervision mechanism for achievement transformation, improving the application-oriented evaluation mechanism of the transformation of scientific and technological achievements and implementing relevant provisions of achievement transformation to ensure that those who have fulfilled their duties are not held accountable. They should clarify the respective rights, obligations and responsibilities of scientific researchers and technology transfer institutions and determine the distribution mode and proportion of the income according to their service quality and transformation performance. Technology transfer institutions should be encouraged to fully get involved in the R & D activities of scientific research teams to provide professional services for scientific researchers in R & D direction, intellectual property management and transformation of scientific and technological achievements. Besides, these technology transfer institutions should be supported in cooperating with angel investment, venture capital funds and industrial funds to provide diversified scientific and technological financial services for the transformation of achievements.

With the theme "Towards digital future and service driven development ", China Beijing International Fair for Trade in Services 2021 (CIFTIS) was held in China National Convention Center and Shougang Park from September 2 to 7. Round Table Forum of Beijing Doctoral Science and Technology Achievements Transformation Base was held during the CIFTIS focusing on the theme of "scientific and technological innovation leads the transformation of achievements and high-end talents help industrial development".

Beijing Postdoctoral Science and Technology Achievements Transformation Base established at this forum aims to promote universities, scientific research institutes and enterprises to jointly build postdoctoral workstations and constantly innovate talent collaborative training mechanism so as to attract and gather excellent postdoctoral talents at home and abroad, establish a high-level economic structure and build an international science and innovation center by creating high-level youth talent clusters and stimulating their innovation vitality. The base will provide a good environment and life services for the innovation and entrepreneurship of the institutions and universities establishing postdoctoral workstations, post doctoral researchers and post doctoral cooperative tutors to promote the transformation and industrialization of innovation and entrepreneurship achievements made by the post doctors, and at the same time to ensure the diversity of their life. The base will also provide guidance on scientific research and resource support for each institution and each university establishing postdoctoral workstations to play a role in the coordinated development of the "two zones".

At this forum, Beijing Postdoctoral Science and Technology Achievements Transformation Base, relying on the rich postdoctoral resources owned by major universities, scientific research institutes and enterprises in Beijing, released expert think tanks, talent think tanks, enterprise reserve banks and project reserve banks on site, issued letters of appointment for the first expert representatives and awarded licenses to enterprise representatives.

The official from the Human Resources and Social Security Bureau of Shijingshan District of Beijing said that Beijing Postdoctoral Science and Technology Achievements Transformation Base, as the only institute of this kind in Beijing, will accelerate the construction of "four banks" focusing on the established strategic deployment of "one core and four banks" and depending on the accelerating construction of the core base in Shijingshan District. The construction, based on Beijing and covering Beijing, Tianjin and Hebei, will widely gather high-quality resources at home and abroad to promote the transformation and application of scientific and technological achievements and provide intellectual support for the innovation-driven development strategy.
