The State Council, in a circular released on October 9, approved temporarily adjusting implementation of related administrative regulations in pilot areas for overall deepening of innovation and development in service trade.

According to the reply, the changes, effective until August 1, 2023, involve provisions of the regulation on travel agencies, regulation on the administration of commercial franchises, regulations on patent commissioning, regulation of the People's Republic of China on technology import and export administration, the decision of the State Council on applying administrative licensing to items to be retained for administrative approval, the decision of the State Council on canceling and delegating a group of administrative licensing items, and the circular of the General Office of the State Council on strengthening the administration over holding foreign economic and technological exhibitions in China.( Log on the website of the State Council for details: http://www.gov.cn )

The reply requires that the relevant departments of the State Council and local people's governments should timely adjust the rules and normative documents formulated by their own according to the above adjustments, and establish a management system suitable for the pilot work. Upon the expiration of the pilot period for overall deepening of innovation and development in service trade, the State Council , depending on the implementation, will make some adjustments to the reply.

With the theme "Towards digital future and service driven development ", China Beijing International Fair for Trade in Services 2021 (CIFTIS) was held in China National Convention Center and Shougang Park from September 2 to 7. At the Forum on Trade Facilities in Services: Perspective of Multinationals, Zhang Junkuo, deputy director of the Development Research Center of the State Council, said that the 14th five year plan clearly puts forward that we will open up more sectors of the economy in a more thorough fashion to comprehensively improve the level of opening to the outside world and build a new open economic system of a higher level. This year, a series of new policies and measures have been introduced to promote the opening up of the service industry as well as the development of service trade and the regional opening pattern has been optimized. With the new progress made in the institutional innovation of key opening platforms and "best practice cases" of the pilots in comprehensively deepened innovative development of service trade released, the achievements of expanding opening up have manifested themselves.

At the Beijing International Cooperation Summit for Construction of the "Two Zones", Yan Ligang, director of Beijing Municipal Commerce Bureau and deputy director of Beijing "Two Zones" Office said that the construction of "Two Zones" has created two "uniqueness" in China: first, it is the only comprehensive demonstration area of deepening opening up of the service industry in China, which is more pilot oriented; Second, thanks to the regions that can enjoy the policy functions of the two pilot free trade zones, the combining policies have achieved a more significant effect. As a synonym for Beijing's highest level of opening up, the construction of "two zones" had made remarkable achievements in just one year's time, which further strengthened Beijing's advantage in leading the opening up in the country. The main measures at this stage can be summarized into five "more": more open access for foreign capital, smoother data flow, more convenient flow of funds, stronger human support and greater tax incentives.
